Who is John Blockley?

This may seem bizarre, and I'm not even sure if this is the right place to post this. However my partner came a cross a plaque in a box of old engineering tools.

It says:
John Blockley
Patrol Leader
Fox patrol
6th Lesters
(The stamps are a bit amateurish as they don't line up)

Its like it has been on a walking stick or something similar and appears to be brass.

I dont know if it is a scouting reference or army.

Anyway, seems a shame to chuck it out. Anyone know who he might be or what on earth I can do with it.
