Okay if I have this right it is a very interesting find. Looking at the 1901 census that you have added, you will notice children in the family that have have the surname Downs/Downes (found both forms of spelling around). I have found a marriage for Joseph Hewitt and Susannah Downes in 1898 in Rotherham, Yorks. This is where it gets interesting Susannah gives her location on birth as Dudley, Worchestershire, which would be about 1860.
Jane Hewitt's future Husband is Herbert Daniel Shaw born 1892, Netherton, Dudley His father Moses Shaw had a sister Susannah Shaw born 1859, Dudley Worchestershire who get this married a Jeremiah Downs in 1879 in Dudley. Looking at freeBDM the only death I have for Jeremiah Downes that is possible is in Rotherham, Yorks in 1876.
Now this makes perfect sense to me Herbert Daniel Shaw emmigrated to New Zealand in 1905 and later went on to serve with the New Zealand Army during WW1, where he meet and married his wife Jane Hewitt in 1919. So that means he had no where to go on his leave as home was too far from his location, however an Aunty still in England wouldn't, he fell in love with his Aunties Step Daughter.

At this stage they were still living in Dudley, Worcester.
Can you look them up on the 1891 census so we can confirm the children, and prehaps check the 1901 census to make sure that Jeremaih has died by that stage.
