Birth in Westbury

It says on the 1841 census for England that my G.Grandmother Elizabeth Morris was born in Westbury Shropshire in 1839. I would like to obtain her birth certificate and was wondering if anyone knows where her birth would have been registered. Would it have been Shrewsbury. Thanks Vienna.
