Is there any way of gaining access to service records without going to the public records office in person.
The only info I have at present is the fact that he was serving aboard HMS Flirt when he married in 1901.

No, that is the only place I'm afraid.  Perhaps you could get somebody else to obtain them on your behalf?  They are arranged by date of entry and there is an alphabetical index for this period thus making them one of the easier records to find at the National Archives if it is not too common a name:
