Birth certificate help

I ordererd a birth certificate from 1908 and I am a bit confused at some of the entrys - section 8 in particular

Here are the  sections as follows;

1. When and where born - 13th oct 1908, 28 park road , llandrilloyn rhos ,colwyn bay.

2. Name if any - Beatrice

3. sex - girl

4. Name and surname of father - Enoch Plant

5. Name, surname and maiden name of mother
- Mariah Plant formerly Markley

6. Occupation of father - General labourer

7. Signature,description and residence of informant - Mariah Plant , mother, Denbigh, St asaph - as per declaration dated 18th of november 1908

8 When registered - 19th november 1908

Any ideas to why 1 and 7 would be different addresses and why the said declaration in section 7 was the day before the registered date of the certificte ??

even tho she was registered within the required 6 weeks from Birth, the original address is in Conway District, and the mother having moved to St Asaph, found herself in a different Regn District; I guess as Registrations were supposed to be in the Birth District, she had to sign a declaration - note that the Birth was still registered in the CONWAY, not St ASAPH District

And maybe, having returned home, she posted it to the registrar who registered it the next day when he received her note?
