Looking at the 1851 census daughter Ann would have been born c1810, so I think you're looking for a marriage of John and Ann Fitchard before that date.
Perhaps if you can find the baptism of daughter Ann, it may give you a maiden name for the mother.

Familysearch pilot site has baptisms for Tynemouth, if she was indeed baptised there.

Ann Fritchard (jr) married Robert Downey in Wallsend 1 May 1836

There is also another marriage:  Elizabeth Fitchart and Thomas Jewitt married 10 Mar 1828

There is a burial of a Catherine Fitchard in Tynemouth Christ Church 21 Jan 1816, of North Shields, age 2y 3m.

Sometimes you may have to look at others in the family to point the way to the one you want.

The census in 1851 HO107/2409 Folio 339 page 62 shows Elizabeth, age 44, a widow, born Durham Collierley Dykes.

That is in Lanchester parish.  I looked for Fitchards in those records but I could not find any.  Elizabeth and her husband Thomas had their children baptised at Tynemouth Christ Church.

I looked in some of the Presbyterian records I have for Newcastle and the Baptist church in North Shields but no Fitchard's. I did not see a bpaitsm for that Catherine Fitchard, age 2, that died so it might be that this branch of the Fitchard's were not C of E.

Elizabeth Fetchet born 10 Nov 1806 baptised 4 Jan 1807 1st daur of John Fetchet, Dipton, a sailor in the ship Leighton of Shields, by his wife Ann daughter of John and Ann Bell, native of Tanfield, Parish of Tanfield

No other Fetchet/Fetchard baptisms in Lanchester.

I am sure there are many variations of Fitchard so there is a marriage in Tynemouth for a John Fletchett and Ann Bell 6 Aug 1806
