FOX-Ashton under Lyne

My GGrandfather was John Thomas Fox b.1867,he married Naomi Tillstone in Sussex 1889 and his father was Cornelius.
In the 1891 census his birth place says Yorkshire,in 1901 it says Ashton under Hill Gloucestershire,and 1911 Ashton under Lyne! Can anyone help please?
