Hailey Chapel wasn't,t licensed for marriages until the 1850s - Witney St Mary's would be the relevant church (Hailey only became a parish in its own right in 1861). I couldn't find a marriage in Witney  or Cogges or Eynsham. It might be worth putting in a new request as someone who has the Oxford marriage index may be able to help
