He stated that he was a British subject, but gave his race as "Irish" on a number of immigration records and passport applications.  He shows up on the 1878 census of Gibraltar, living with his aunt, Flora Fraser, but that's the earliest official record I can find on him. I suspect he was born somewhere in the UK and that his parents died young and he was sent to live with family in Gibraltar.
It's possible that he was born outside the U.K. and was a British subject due to father who was probably Irish or of Irish descent.

Strangely enough, when I put Francis Brodigan & wife Mary Fraser into Family Search the results (immigration, Brazil) are for a Francis Brodigan born 1904 in Brazil!

The Francis Brodigan born in 1904 is the son of the one born ca. 1871. The one born in 1871 moved around a lot, and consistently gave the names of his parents as Francis Brodigan and Mary Fraser, but I can't find anything on this couple on Ancestry, nor on Familysearch.org. I found a book that mentions Thomas Brodigan of Piltown House and the fact that he traveled to Gibraltar, which could just be a coincidence, but it made me think this might be a line worth looking into.
