Uniform expert for Newcastle Central Fire Brigade, NSW

My great-great grandfather  (1850 - 1896) might be in this photo This brigade is mentioned in his death notice and other articles.  I do not know what he looks like!

Newcastle Central Fire Brigade was disbanded in 1911.

Is this photo 1895 or 1896?  Not much window of opportunity.  Would be 45 or 46 years old. Died 1896.
 
I think we need a uniform expert in the fire service.  What would the in charge man look like? He was president. Any ideas?  Thank you.
