Welcome, I don't think there's any deciphering issue here, it's pretty clearly stated that William Ruane married Ellen O'Donnell on 13 May 1902 in Ballina.

You might want to consider asking for this to be moved to the Mayo board, or at least to Ireland General. I'm bound to say however, that I had a cursory look for you and from the usual sources couldn't find a church marriage or a civil registration of the marriage, but hopefully fresh eyes can help you.

Have you checked the 1901 Ireland census for them? http://www.census.nationalarchives.ie/search/
