Looking for a marriage for Hancock & Pepler

While researching for HANCOCK; I have found the PEPLER family in the 1891 & 1901 censuses.

1881 census has a Mary Pepler bn Red Villa, Monmouthshire married to Frederick

there is also a Rose Pepler showing on the original - daughter age 3 months bn Trowbridge.  In 1891 Rose is with Laura age 8 bn Trowbridge in the Melksham workhouse at Semington. Presumably this is the Laura with the family in 1901

I had just found the possible marriage; which Mary would be correct? Mary Harding OR Mary Ann Townsend - I tend to Mary Harding.....

I favour Mary Harding too but can't see the other couple in 1881 to eliminate them.

 I  can't  see a marriage for them either  ,    something's  bugging  me also  ,    why   on   1891  and 1901  census  does  it have different   places  of birth  for   Mary ?    and also    if Mary  and Jacob were  together in 1891 , then  why  Rose  and Laura not  with them  also , instead of  Workhouse  ? (  though    it's   possible    they  were  ill  and  in the infirmary part )
