Outside possibility on 1881, a gunner in the Royal Marines  on HMS Monarch, docked in Malta. Single, b c1852, place of birth Milbrook Stoke Ludlow  (or Nubbrook as Ancestry have it) - does seem quite a possible mishearing of Milborough

Not sure of 1891 yet, but definitely on dry land in 1901, in Badger. William;s place of birth does suggest a naval connection is possible

John Childs    49 - b Stoke St Milborough, waggoner
Harriet Childs    37 - b Sudbury
William J Childs    14 - b Portsmouth
Minnie Childs    6 - b Aston Botral, Shrops.

RG13, 2521 55, 4.
