1802 Protestant census

I wonder if anyone has access to this.  "Census of Protestants in 1802"  published in "The Irish Ancestor" (magazine) in 1973.

I am trying to trace an ancestor by the name of David GARRITY who was born in Tullamore, Kings Co. Offaly c 1796 and his family.  From other research I know him to be Protestant.

Any help would be most welcome.

Not sure if it covered every county.
This site has it for County Meath but not Offaly. I didn't check other county's
