The bus doesn't look as if it's brand new - some of those doors look a bit knocked about.  ;D

Plus the Cloche hat was invented in 1908, but very fashionable in the late 20s.  Not saying these ladies were way ahead of the fashion stakes wearing them in 1919, but it is possible.
