What was the maiden name of William Sanderson's wife Frances

Attached is a snippet from a Will in which William makes mention of his wife as being the daughter of William Henry Pillion/Pilton of Kennington Surry sister of Madame Rouchard of Brussels. 

It is Frances maiden name that I need some opinion on please.  From this I hope to be able to find their marriage.

Now to try and find her birth.  The Will was probated in 1872 so will work backwards from there.

There's this from 1851, living at Church Row, Lambeth, in the parish of St Mark's, Kennington:

William H Pilton, 52, brick maker, b. Kent
Susan A Pilton, 47, b. Chatham
Mary J Pilton, 27,
Harriette Pilton, 21, b. Kennington
Sarah Jane Pilton, 19, b. Kennington
Joanna Pilton, 18, b. Kennington
Fanny Pilton, 16, b. Kennington
Mary Pilton, 8, scholar, b. Kennington
Charlotte Gibbins, 27, cook, b. Wilts
Mary A Parnell (can't quite read the surname), 18, housemaid, b. Stoke Newington, Middlesex

Could that be the right family?

Someone has them in a Tree, with Harriet/Henriette marrying a Simon Jacques Rochard in Belgium.

Definitely the right family. Fanny=Frances.

I thought the name might be Bilton - look at the first letter of Madame Rochard of Brussels it's very similar.
