Update
My cousin sent for the marriage certificate of Mary Webster and Matthew Matley.
Her father was given as John BROWN a labourer!
I can;t find a marriage of Jodseph WEBSTER and Mary BROWN anywhere can any oone else

Why would a labourer bad his wife be traveling between holland and Britain in 1796? How can I find where they settled? If I know where they lived I may find the marriage or her parents marriage or at least her mother;s name
Gosh this one is a hard wall to break down.

Married in the   Independent Chapel
according to   the Rites and Ceremonies of the Independents
      by me Horatio Cluft Minister   Matthew Henry Registrar

in the presence of   Joseph Bladon
(Witnesses)   Mary Wainwright

I can't see any family connection between these witnesses and the known family it is interesting that it is an independent chapel though is this why I can't find the first marriage I wonder.
There is a baptism for a Mary BROWN Dec 25 1794 to John and Sarah BROWN on Family Search the biggest stumbling block being the couple had a son baptised in 1773 so that gives a short time for them to go abroad and back before their Mary's birth. But is this a likely Mary?

Have you considered that she may not have been born at sea, and it was something her parent made up  and told her has child, and she believe it.

Yes in fact I mentioned it to my cousin I thought father John Brown too could be fiction to cover an illegitemate birth Its going to be very hard to go back on this one so one way or another there is going to be a gap in the canopy of the tree
I wonder would it be useful to get the birth certificate of her youngest son I'm not convinced though

No Brown marriages REPTON 1806-1837 no Brown Baptisms at the independent Chapel REPTOn same dates but there are children bapt in Repton 1806-1875. family search
But Free reg has William marrying Mary Wells Repton 28 Dec 1830 its Lic and no father mentioned...so much for Family Search though!
It looks like of the John and Sarah children
Thomas b 1803 married an Ann
Elizabeth b 1801 had a base born child with middle name RICE possibly the father's surname will check for a marriage.
John b 1793 possibly married a Mary Marshall about 1855 I'll see if I can follow that one up

Well I think the marriage search has shown the Mary daughter of John and Sarah married in Repton to Thomas COXOn so puts her out of the frame to be Mrs WEBSTER.
Oh dear doing as you sugest i took another look at the most significant marriage, that of Clara WEBSTER and George SMITH (my cousin's great grand parents) the marriage has been transcribed on FindMyPast
20 Feb 1860 Marriage place    Sneinton Nottingham she was from Nottinghamshire I had taken this as meaning she was working as a live in servant she was in Staffordshire on the 1851 census working as a child nurse on both the 1861 and 1871 censuses she is from Milton Derbyshire their oldest daughter was baptised in Derby aged 9 with three younger brithers) but is always born in Nottingham on censuses. Anyway I think this is the right family back to Clara daughter of Joseph Webster and Mary BrownI'll look for marriages of the other children later
