As heywood pointed out, Eliza can be found in every census apart from 1861, the only one in which Agnes is. Their ages are very close, maybe the same person?

There are these baptisms in English Christening records

Susannah Harriett Bushell
Baptised 1 July 1849 St Martin at Oak parents James and Jemima
George Robert Bushell
baptised 3 April 1853 St. Martin at Oak parents James and Jemima

Eliza Mary Ann Bushell
Born 27 December 1854 baptised 11 August 1867 St Michael Coslany parents Benjamin and Jemima

Jemima Bushell
Born August 1864 baptised 29 Jan 1874 Saint Michael Coslany parent Jemima

Frederic Bushell
20 Jul 1864   11 Aug 1867   Saint Michael Coslany Benjamin and Jemima

George Bushell
Born 25th July 1859 baptised 11 August 1867 St Michael Coslany parents Benjamin and Jemima

Henry Benjamin Bushell
Born 2October 1861 baptised 11 August 1867 St Michael Coslany parents Benjamin and Jemima

Sarah Bushell
baptised 29 Jun 1870   Saint Michael Coslany parents James and Jemima

As you can see there are late baptisms and some don't seem quite right e.g. Frederick and Jemima both born 1864. Perhaps a transcription error. The baptisms in August 1867 all have father as Benjamin - recording or transcription error?

You could compare the given birth dates with civil birth indexes.

It does look as though Eliza and Agnes are the same person though.
