The 1841 census was taken on 6th June 1841. Around that time John Foster's regiment (the 98th) was on the move from Newcastle to Naas (in Ireland).

so does that mean I won't find him in 1841

No, the 98th had no county affiliation at that time.

Per press reports,the headquarter wing of the 98th regiment arrived at Dublin on Tuesday 8 June 1841 (on the steamship Britannia from Liverpool) and the remaining wing arrived later that week.

In the census, there is a detachment of the 98th at Castletown barracks in the Isle of Man, and another detachment at Tibs Street Barracks in Manchester. I don't see a John Foster among them.

John Foster and Rose Ann McCoy were my great-great grandparents. I'd be very interesting in sharing information about them as I too have had great  difficulty tracking down the marriage and John's true birth details.
