I was the same - but that family also have a daughter transcribed as Harkater born abt 1896 in
 1901 2238 /48/12

I think she is the one registered as Horatia.i would say she is a likely candidate although very young at marriage.
I can't see her in 1911 indexes though.

This looks to be Horatia in 1911 indexes- mistranscribed as Hills - Retia Hills

https://familysearch.org/ark:/61903/1:1:X7LY-1C3

She looks more of a possibility now - to me anyway   ;)

Josiah and Emily are also indexed as Hills

I agree with Heywood - I think it's Horatia too and had discovered the same as you.

What I can't find is any likely death (or remarriage) for Horatia (or variant) Richards - unless they left the country for overseas.

The Richards/Mills marriage is in Redruth in 1911.

The first Richards/Mills birth in Redruth is in 1917 for Viola M, then Beatrice J in 1919.

Canada Usa Border crossings:
Viola May Richards arrives 19 May 1922 at Quebec on the Empress Britain  from Liverpool, age 4 and half, Beatrice Jane age 3 and mother Rita age 27, housewife. From Redruth in England.   Contact, Mother Mrs E Mills, Chapel Street, St Day
Going to Detroit Michigan

sorry, got to go to work.

Showing in 1930 USA census in Detroit, Richard, Viola and Beatrice plus different wife Janey?  (Says he married at 20 and she at 40, and they are now 40 and 45 - so his original marriage age and her present/first marriage age?)

Her death record may be in this collection:

...but anyone who can get the search form to narrow results from all the many Richards deaths in that period is doing better than I am!

Found Richard's remarriage but doesn't give status so don't know if he was a widower or divorced:

Richard H Richards 36  Engineer   of Detroit, Michigan       father John
Janie Travena (or Trevena)  40     of Cornwall, England       father George.

So, after all this, we can now state that this Richard Henry Richards who first married Ohretia (variants) Mills is   the relative of the OP - although it says on his 2nd marriage that his father was named John I think his father was probably named John on a day to day basis.   On 1891 census he is shown as John, 1901 by full name of William J. (I certainly can't find another RHR b.1889 with a father named John on 1891/1901 census).

It looks as though the death record has her parents' names a bit wrong (as often happens).

Josiah Mills & Emily Carbis married at St Day, 25 November 1880.
