There is a WW1 medal roll index entry for a  Henry J Devonshire (Private)

Awarded the British,  Victory & 15 star medals

Theatre of War is shown as (1) and entry date 9.3.1915

No WW1 service record for him - over 60% of such records were burnt during the WW2 blitz
Census Information is Crown Copyright, from www.nationalarchives.gov.uk

Labour is the title of the particular Corps he was in (ie) the Labour Corps see
http://www.greatwar.co.uk/medals/ww1-campaign-medals.htm

Theatre of War is the country he was sent to/fought in but in this case it just shows (1) which indicates Western Europe as per
http://www.1914-1918.net/soldiers/theatrecodes.html

You can read about the medals here   http://www.greatwar.co.uk/medals/ww1-campaign-medals.htm
