He died in very tragic circumstances.   Harris Park Railway station is the next station EAST of Parramatta.   There was an Inquest.

I have not found Frederick listed as enrolled to vote on any of my hardcopy 1903 NSW electoral rolls.  May I suggest that IF he had become a Naturalised British Subject then one of the 'rights' would be to actively enrol to vote?   I realise that is not a positive way to seek out information re non British Subject status, but I think it needs to be considered.  To be eligible to enrol for the 1903 elections you needed to be
a) British Subject (either by birth or by naturalisation) and
b) aged 21 years and over and
c) have a fixed address (in NSW)
and some other minor qualifications too.

Of course, just because you qualified to enrol to vote did not mean that you HAD to enrol.  However, the 1903 NSW rolls included females as well as males  :)

I’m related to the Victorian MANNES family who originally came to Australia from Germany then UK.
Not sure if there is a connection with the NSW MANNES family?
