uniform help

Sorry for the poor quality but was wondering if anyone could help identify the uniform in the pic.
I know that one of the men were in the navy but other photos have him in the blue uniform. I dont know the rank or anything else.

They look like they are the Tropical Whites worn by sailors.

Could be Boer War or China? Definitely Royal Navy tropical uniforms.

Maybe just post Boer War as the bandoliers are not single shot loops but pouches for holding bullets in clips - 1903 pattern?

Looks like Royal Navy ratings in late Victorian (1880 to 1905) tropical uniform possibly a boarding or landing party.
