There is a Dupont Boulevard in Waynesborough Virginia, Could the PSC Mcclay or mcday be private second class.
I would say US FORCES

Any idea what the writing behind the man smoking the pipe says? That could give a clue.

There is a Dupont Boulevard in Georgetown USA...not sure if that helps as there are few others.
