Charles Wheeler's occupation

My ancestor, Charles Wheeler, is in the 1881 census for Willesden. His occupation is given as "H Engineer, (E&M)". Can anybody tell me what this means, please?

Given that he is a Hydraulic Engineer in 1891, I would hazard a guess that that is what the H stands for.
