Seeking birth record of George Whitelocke Lloyd date of birth 30th May 1830 either in London or at Cowesby Hall, Yorkshire.

How is it that you have a date of birth but not a place of birth?

Why the discrepancy in his place of birth?

Have you found him in the censuses to see what place of birth he gives?

 As he lived in Ireland. He was English born. You could look if he is 1901 census England. But he was living in Ireland by 1854.
Official records for his landed gentry family has both places suggested has his birth place. I'm looking for the official proof

I cannot see any baptism in the available Yorkshire records via FindMyPast. 
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!
