Any ideas please as to the location of this

Town harbour scene c1911 CORNWALL ? c1911

Steep winding road to left. Warehouse to right (with unreadable sign).Looks like the row of properties at the left next to the tree have scaffolding (wooden) poles up. Quite a built up village/town.
