If you have no luck on here - there is an RAOGK volunteer (3 rd one down for Cook) - Cook who says - "I will try to find information regarding Chicago, Illinois birth, marriage, death and obituaries" - might be worth a try

In the US, 1/9 = Jan. 9th.  Is that the date you meant, or 1 Sep.?

There is a Cook County birth index here - http://www.cookcountygenealogy.com/ and Cook Co. birth certificates https://familysearch.org/search/collection/1462519  I don't see any matches for your person on there.

1st September 1912. As above she arrived in Liverpool on the "Philadelphia" on the 19th April 1915 aged 2 and a half years old with her parents and younger sister Helen who was ten months old.
