She has James Patrick Mullan b1912 Garvagh (died in England) and knows that his parents owned The Imperial Hotel in Garvagh but doesnt know the parents names except the mothers surname was Mccoll.

Was this James Patrick MULLAN ever married?
his marriage record would show his father's name to help tie information together

If you can locate where and when he married and then get a copy of the marriage certificate it should state his father's name and occupation
if they married in a Catholic Church, especially if not in their home parish e.g. England, the church records may have details of his baptism which would have been required to marry

Im still confused about him being registered in Philadelphia,any sites to view to show him coming and going to USA

I don't know the answer to the first part of your query

However for the second, when asked at the time of registration
where Hugh was residing, the answer given to the registrar was Philadelphia;
This was given by the mother Bridget MULLAN
It is interesting that his "rank of profession" had changed to servant
and Bridget's address was no longer in Limavady but back with her parents, as on 1911 Census.

The Philadelphia address could mean:
he was on a business trip or
he was after emigrating if finding work was difficult locally

It was not unusually at that time for fathers to emigrate for long periods and send funds home

I found the marriage of James MULLIN to Mary K WHELAN
in Camberwell Surrey 1942 Q1 V1d P1315

I would start with this record and see what details are given for James Patrick's father and ensure you are investingating the correct family

The Imperial Hotel was in Garvagh from 1887 until 2009
This article refers to another MULLAN who "took over" the running of the hotel in 1962 LINK
unfortunately it doesn't say from whom!

According to this article John Mullan,who bought The Imperial in the 1960s, was born in Ballymacallion to Daniel Mullan.

Here's Daniel in 1901 in Ballymacallion  with his brother HUGH! Their father,John, is a publican.

This Hugh didn't marry Bridget McCool...his father was John not James.

I'm fairly certain that Hugh Mullan was NOT a publican in Garvagh. Have checked through my directory collection for Garvagh-
1870- Daniel Mullan
1892, 1895, 1896- no
1897- Imperial Hotel, Albert Moore (also 1910 & 1918)
1900, 1904, 1907- no
Away sorting out DNA matches... I may be gone for some time many years!
