I don't think that the Charles E Pratt who was a student in 1938 is your Grandfather's cousin. When I look through the Vancouver City Directories from 1925 through 1941 there are the following listings for Charles and Charles E Pratt:

1925 and 1926 City Directory - No Charles Pratt listings.

1927 City Directory: Chas Pratt, seaman, r 3708 W33rd.

1928 and 1930 City Directories: Chas Pratt, seaman, r 560 W18th.

1931, 1932, 1933, 1934, 1935, 1936, 1937, and 1938 City Directories: Chas E Pratt, student, UBC, r 234 E 25 N Van.

1939 City Directory - No Charles Pratt listings.

1940 and 1941 City Directories: Chas E Pratt (Cath G) of Sharp & Thompson, h 2264 Marine, W. Van.

The Charles E Pratt in the directories was born in the U.S. and worked as an Architect.
