ipad and cloud

I have deleted an app on my ipad, but now want to reload it.  When I go into apps and type it in, next to where it used to say 'free' to the right it now has a cloud symbol. When I click this it only goes into a page showing the app but nothing happens if I press the cloud symbol.  From what I can ascertain, although the app has been deleted from the ipad, it is still there somewhere as it 'belongs to me?'.  As you have probably gathered reading this I don't understand Cloud at all.  Can anyone tell me if it is possible to get the app back, and if so how?

If the App is available the cloud symbol will have a downward pointing arrow at its centre. The easiest way is to be connected to your home wifi network, bring up the App in the App store and tap on the cloud symbol to re install it.

The other way is to connect your iPad to your computer and run iTunes, go to the ipad and reinstall the App from there.

Tapping on the cloud should then show a moving circle which then shows the standard installation circle with a square at the centre. If the download doesn't start this way you may need to use the 2nd method (connect to a computer via iTunes)
