I think Wesley Terrace/Rose Hill must be the short terrace just below the Sunday School on this map:

I`ve just found on his Army record,  a form   dated 1919,  he has the address as 3 Wesley Terrace. Higher Tranmere.

Many  of the pages are badly damaged an quite difficult to read.
