Immigrants not appearing on 1890 America Census

Hi I don't currently have worldwide Ancestry access but in the past I have tried and failed to find my ancestors who emigrated to America in 1884 on the 1890 census. However, they appear of later ones.
Was there a time period you had to be in the country before inclusion on a census?
Any ideas? ???

Most of the 1890 US Census was destroyed by fire and only fragments remain -  that is why you do not find entries.
