The garrison in Gibraltar in 1808 had some 4000 troops from eight different regiments,  They were there to protect British interests in the Mediterranean.  Outline history on Wikipedia https://en.wikipedia.org/wiki/Timeline_of_the_history_of_Gibraltar#Until_the_Peninsular_Wars.

Do you know what regiment he served in (if not perhaps it can be established)?

In the period 1800-1810, there are a number of David Ross of about the right sort of seniority listed in the London Gazette at various stages of promotion.

https://archive.org/details/historicalrecor00warrgoog is the history of the 57th Foot, one of the regiments that was at Gibraltar in 1808 (click the pages to turn them).  If you skim through the 1803 to 1809 period it will put the garrison at Gibraltar in a bit of context.  There is also  a record at the National Archives of a petition in 1814 for a widows pension relating to Lt Col David Ross of the 57th Foot (same regiment) from which one might suppose he died.  He doesn't appear in the history though in Gibraltar except as taking command of the 2nd battalion who were in Jersey from 1805 to 1811.
