Very tricky.
Looking at the 9 in 1859 I think it might possibly  be 19 but ... :-\

Could be 19th. My guess is that it was originally 10th, then altered to 11th.

Still unsure so have enlarged and clipped for comparison. Only thing that makes me query 11 is  that the other  1s  are very straight whereas this one follows the curve of the 0.

11 or 19  :-\

My thought... it may originally have been '9' but changed to an '8'  :-\

I'm sure the BC will confirm  :D
