He was conscripted at the beginning WW2 - would an ordinary squaddie have had dress uniform?

I'm afraid I can't help you any more. Hopefully someone can. 'Blue' uniforms go back to pre WWI. However, I'm sure there was a distinct 'best blues' parade uniform, to replace khaki, introduced sometime in the 1930's. I can't find the date on Google. I assume your man joined the army prior to September 1939, so was issued with 'best blues' uniform for parades. Those after September 1939 wouldn't have been.   
Griffiths Llandogo, Mitcheltroy, Mon. and Whitchurch Here (Also Edwards),  18th C., Griffiths FoD 19th Century.

It is indeed a Blues uniform and whilst not on general issue during the war, they were often sourced to wear in wedding photos etc.

The fact that there are no regtl collar badges might account for it being borrowed.
