There are similarities. I do wish we could get a better view of the people in the background. If you scan at the highest resolution and then just snip the bit around the woman with ?pram, it might help.

Added - interesting that the right ear looks like the left ear  :-\

Giving it a go now, but max dpi is 600

But you can see why I'm so convinced of who I think they are though

Scanned at 600dpi, which is the highest my scanner will do and I've cropped it, hope this helps but looking at the pushchair,  isn't that from around the 1910's or just after era

It could well be. Just remembered that I've got a pic of my Dad with a suit like that circa 1915 - he would have been 10!

My ref books suggest that the hat is more early 20s than 1910. 1910 hats were broad brims supported by broad hairstyles.  Also, is her dress above ankle length?

But is it a dress or overcoat...

And could it possibly be a Soldier in uniform, as the Somerset Light Infantry Barrick's are right next to the park. 

Going back to the figure and assuming it's female,  wouldn't the hang of the dress be wrong for a 1920's, as the 1920's was drop waist which hung in line with the body,  this seems has though it's draped over other clothing, so could well be a coat!

There looks to be another woman with a pram on the path and her dress looks similar length as one in the foreground.

It's is a confusing photograph...

And I've trailed back through the research for possible candidates...

The only other one is a younger brother Stanley, but he was born in 1920, so going by the probable age of the right hand lad,  the photo would need to bear early to mid 30's...
