Ethel Harriet Coppard (Weeden/Weedon was her maiden name).
B Mar 1885 and married Frederick Henry Coppard 1909 Bromley.

Knowing his occupation may give a clue as to why he is not with his wife - unless of course he has deserted her. Persons resident in the household are:

and am guessing that John would probably be your grandfather.
Again I wonder if you have his birth certificate as this will show what his father was doing at the time. It could also be useful to have the birth certificate of his younger brother.
As to more information about the "Bromley Institution" - I am pretty sure that this was the Bromley Workhouse;
