The date is 23 November of 11 George III  (ie 1770).

Your document is a Marriage Bond, which (along with a Marriage Allegation) is one of the documents which precede the issue of a Marriage Licence.

Pretty sure that is correct.   

I only know as I have come across them in my own family.

Those promising to marry must be legally able to do so, and must do so, or their guarantors will have to pay up.

Instead of banns, where the intention to marry was publicly read out in church so that anyone with a legal objection could bring it forward, the parties to the bond solemnly declared in writing to the bishop that the couple were free to marry.

Thank you - I get it now Wiggy and John   ::) ::) 
actually although been researching since the year dot aka 1990 - hadn't come across one of these before.  I found this on FindMyPast and its due to them adding so many more parish records.

I don't spend as much time with research nowadays, and have 'plundered' for want of the correct word Roots enough with my queries.

So I have taken a step back... maybe that is why I haven't read or found all the previous comments / links  -- (Horselydown 86)
