From 1841 to 1881 Nehemiah says he was born in Somerset, so I don't think he was an out of county man. I would suggest using Genuki, etc to make a list of all the churches in Midsomer Norton, Chewton Mendip, Timsbury and Farmborough and search the parish registers for each one for say 1790-1815 (in case he was bpt late). Primarily for Nehemiah, but also make a note of whether there were any Smiths just in case it is helpful later. Bear in mind that there seems to be a non conformist element. Freereg have reasonable coverage of some of these parishes. When searching on-line records make sure that no years for this period are missing.

and work your way through the parishes
He's around there somewhere and there is a connection between these places. Whilst NH is living in Midsomer Norton in the 1851 census, his sons James and Charles both married on 25/12/1851 in Timsbury. A timeline for NH might help as well.
It may also be worth joining the Somerset Family History Society for a year to see whether the locals can help.
