For what it is worth, I think his address at the time was in Colwyn Road (near Old Swan in Liverpool).
Any more ideas?

How about HMS Petrel? A river gunboat sunk in 1941

Well I thought it looked like Cartmel, but that dates back to WW1 (unless there is another one!)

Thank you.  I am tempted by 'Peterel' as she was evidently spelled, which fits better than most things I have tried.  I see she was sunk off Shanghai with loss of life and some crew captured.
I am awaiting better information on a civilian of the right name and age whose death in 1942 in Malaya is recorded by the War Graves Commission, but without any other details.  This might be a forlorn hope but I have not found another proof of death so far...

I would go along with HMS PETEREL as being a contender.
There are a few references to her at TNA. Maybe the piece ADM358/3998 could be of interest.
If Hugh Young was serving under a T124 agreement. He would technically be a civilian.
