Deciphering old city in Livonia/ Latvia/Estonia

Trying to decipher this city, hard to read, from passenger list. This is from 1912. Great grandfather was Livionian (so city was either in Estonia or Latvia). I know that city names changed over the years...

I looks like Elmitze/a to me, and would appear to be Russian.

Can you perhaps post a larger snippet from the passenger list to enable us to compare letters. Is there a capital "E" anywhere else on the page.

It would also help if you were to tell us a bit more about your great-grandfather.

Compare the 2 places names above, they end with an "a"
