Not found anything definite for your Jane but searching the 1891 census for a combination of the names Symes and Milroy (plus variants for both surnames)  brought up the following

1891 Scotland Census, Dunscore, Dumfriesshire
Janet Milroy, head, widow, age 68, born Dumfriesshire, Occ:Pauper
William Syme, Grandson, age 7, born England, Occ: Scholar

I tried the GRO site for a birth for this William and this one is a 'possible' match

SIMS, William, MMN Milroy, Q2 1883, Sunderland

All smoke and mirrors, I know, but when there are no definite/highly likely records turning up, these sort of random records get filed in my 'possibles' category in the hope that, eventually, there may be that one tiny snippet that ties even the most remote possibilities together and makes them, on balance, the most likely scenario.

There is another Symes, mmn: MILROY birth on the GRO register,
Elizabeth, birth registered Q2 1890, Brampton District

So far that is the only possible I have found too :-) I'd shove it in the possibles box but a cert may be the only way to find out if the registration shows she was Jane's child, though it 'may' be the clue to Mr Symes and who he was.
I have not yet found any Milroy/Symes (plus spelling variations) marriage in England, Wales or Scotland - though if they wed in Scotland it may have been by declaration and they didn't bother to pay the sheriff's fee to enter it in the register and give them an official cert and us a record to see all these years later.

I think this is Jane in 1901, at 36 Park St., Govan, Lanarkshire. Age looks young, but it might be a transcription error.

Janet M Symes, 40, b. Dumfries,
David Symes, son, 22, Brakesman, b. Dumfries,
William Symes, son, 17, Engine Cleaner, b. England,
Elizabeth Symes, dau, 10, b. Ireland.

Tracing son David Symes, he marries an Annie Maclellan, Kinning Park 1906 and emigrates to Chicago.

His Naturalisation papers on Familysearch say he was born 4 May 1878, David Sproat Cowan Symes.

His son Kenneths baptism on Familysearch says he is David C. Symes born Dunscore, Scotland 1878.

His Death Cert on Familysearch says he is David C. Symes, born 4 May 1878 Scotland and his parents were Janet Milroy and John Cowan.

Janet Milroy married John Cowan, Dunscore Dumfies-shire, 1877.

David Sproat Cowan, born Dunscore 1878.

So this will be them in 1881, Bridgestone Grocers, Urr Kirkcudbright.

John Cowan, 30, Grocer, b. Urr, Kirkcudbright,
Janet Cowan, wife, 27, b. Carmichael, Kircudbright,
David Cowan, son, 2, b, Dunscore Dumfies,
Robert Cowan, son 1, b. Urr, Kirkcudbright

Can't find a marriage for Janet Cowan to a Mr Symes. If she had a child to him in Sunderland in 1883, then she must have split from John Cowan pretty soon after the 1881 census.

Can't find any of them in 1891, except William with his grandmother.

Elizabeth Milroy, dau, 12, b. Dalry, Kirkcudbright,
Agness Milroy, dau, 4 months, b. Kirkmahoe, Dumfries.

1861 census, Ar Bridge, Tinwald, Dumfies-shire,

Robert Milroy, 48, Blacksmith, b. Balmaghie, Kirkcudbright,
Agness Milroy, dau, 9, b. Kirkmahoe, Dumfies,
Janet Milroy, dau 7, b. b. Carmichael, Kircudbright

Janet Milroy, b. 13 April 1853, baptized 3 May 1853, Carmichael Kirkcudbright, daughter of Robert Milroy and Janet Bell.

Good finds Alan, still not writ in stone but worth investigating.

Nosey as ever (and I have a shed load of credits for SP) I looked for a marriage for Elizabeth.

Elizabeth Milroy Symes married William Watson Settle in Pollokshields, Glasgow on 29th March 1912 according to the forms of the United Free Church.  She was 20, he was 22. Her address was 38 McLellan St, Govan. Her parents were George Symes, Labourer, deceased and Janet Symes, previously Cowan, Maiden surname Milroy.

and then there is a death for Janet Symes
28th Feb 1919, 11am, at 40 McLellan St, Govan, age 68, widow of George Symes mason's labourer,
Father Robert Milroy, Blacksmith (deceased) Mother Janet Milroy M.S. Bell (deceased), informant Elizabeth Settle (daughter) of 75 Lambhill Street, Govan.

These people may still not be the right ones but, in the absence of anything definitely relating to the Jane Symes, maiden name Millroy on the birth cert that Kate has, I think I'd be getting the pdf birth records  for the two Symes children, MMN Milroy: Elizabeth in 1890 and William in 1883 to see what they say, unless there are any other leads to follow.
