Is this the 1861 entry you refer to in your opening post?  A bit confusing when you refer to "his dad and Phoebe"

Where?   I can't see an 1851 or 1861 entry with that birthplace.  There is an 1851 entry in Dibden born 1775 Wiltshire

What action have you taken to check out the different death dates?  Have you found James & Phoebe together in 1851 as you don't give the quarter of the 1851 death reg to enable us to know whether she was still alive at the time of the census.

If still alive - what registration district were they living in as this could narrow down any search for her death

What birth years are given for both James and Phoebe on the 1851 entry

They are all in Hanworth, Middlesex in 1841, gypsies living in tents.

The last i found James and Phoebe Harris was in 1841 living in tents handworth middlesex , Samuel was there with wife Maryanne and kids , i cannot find James and phoebe in 1851 , samuel then died in 1845, so Maryanne came back this way and went to Odiham, just a james in the New forest in 1861 if the same one

I think the Hartley witney one is the James Harris 1776 , its just on Ancestry they have the other date , i will go back on tomorrow and try and find a death for phoebe before the 1861 censors, just so i know if the widow in new forest is the James im searching

I see that some of those family trees have Phoebe dying in 1870 in Biggleswade.  I think they have just pulled that out of a hat.  That Phoebe is likely to be the woman who lived in Biggleswade with her husband John and children on previous censuses.

The James in Dibden in1851 is your man I firmly believe - he is shown as a widower (so Phoebe already dead by then). He is shown bc.1775 South Newton, Wiltshire plus his son John - also a widower - is shown bc.1824 Frail, Hampshire but should read 'Froyle' according to his baptism.

I believe that Phoebe Harris died 1849 Chertsey age shown on gro as 54 (same place as son Samuel) although age slightly off.  I also think that James Harris is the 80 year old who died Dec.1854 New Forest (regn district for Dibden).
