The fly in the ointment is that her father's name is Edwin, a tailor.

BUT....in 1881 Edwin is with another woman, Fanny, and no Lucy in sight. RG 11 / 5048 / 101 / 15

So, is Edwin her stepfather in 1891?

Yes it looks as though Edwin must be a stepfather (de facto or lawful).

He is Edwin Bradley Bo(u)lton.  He and Fanny had a son Louis Sherwin Bolton, mmn Biggs, Sep qtr 1870 Marylebone.

Then Horace Victor Boulton mmn Biggs birth reg Mar qtr 1874 Marylebone (he is Harry Boulton, 17, in 1891).

1911 indexes show a Frederic Henry Stanley b Sydenham and living in Tynemouth.

I can’t find him in earlier censuses either.

Sadly, I think this one might possibly be a red herring.

I think this 1911 Frederick Henry Stanley is to be found in 1901 as Frederick H[enr]y Varney aged 18, born Sydenham. He is with his mother Ann Jane and stepfather Leonard Stanley in Sculcoates in 1901 ( RG 13 / 4480 / 29 / 1). His birth registered in 1st q. 1883, Lewisham 01D, 1209, mother's maiden name Nethercott.
