Mother’s maiden name is James on the children’s birth registrations (Bromyard RD) per GRO Online.

Ah, I just saw...

I think when I was searching for births, Bromyard came up and I discounted it because the census record says Golden Valley, which is west of Hereford. (according to google maps and wiki)

The other thing is I am looking for September quarter (according to 1939. The Bromyard Henry with Mary James as mother is still the most likely even though the birth is registered as Dec.

You had (have) 6 weeks to register a birth so lots born early in the end of the quarter month will be registered in the following quarter.
