Edward Redman -" Where Did You Get that Hat?"

Edward Redman born in Posey County, Indiana -1837-1913 is the grandson of my Gt x 3 Grandfather Edward Redman who emigrated from West Sussex  with second wife and family in 1820.  He fought in the US Civil War and was  blinded by cannon fire, federal pension plan states he has  loss of sight in one eye and eye disease

This is a copy of a copy and am hoping for a makeover if at all possible.  A very strange looking little man and the hat intrigued me, does it denote anything? 

Any ideas of a date I guess late 1800's - early 1900.

If you want to get ahead get a Hat :P ;D ;D ;D ;D ;D

The hat looks like a tall bowler derby with a wide brim. Dressy, but functional as the wide brim would keep sun/rain out of the eyes when traveling. Charlie Chaplin can be seen wearing a narrow brim version of the same hat in a few of his movies and various publicity shots.
I just like to do photo restores.

Reminds me of type of hat Boy George would wear but maybe rather tame for him.
