School records at The National Archives

Does anyone have any idea what information is contained within school records within ED21 at TNA? I'm assuming that any details of pupils would be held at local record offices bu wondered if the records at TNA would be any use to me.
Bell, Salter, Street - Devon, Middlesbrough.
Lickess- North Yorkshire, Middlesbrough.
Etherington - North Yorks and Durham.
Barker- North Yorks
Crooks- Durham
Forster- North Yorks/Durham
Newsam, Pattison, Proud - North Yorks.
Timothy, Griffiths, Jones - South Wales

The records at TNA are mainly administrative and statistical, with some inspection reports etc.
