Restoration of photo of Ernest Hill

Dear All,
I recently received this scan of a very damaged photo of my great-grandfather, Ernest Hill. I'd really love it if someone could have a go at restoring it for the benefit of my mother, who would love it on her sideboard.
I believe the photo was taken in Deal in 1917 as it was there that he trained as a Royal Marine before the 1918 raid on Zeebrugge.
Can anyone help?
