HERNE in Northrepps, Norfolk

Hello!  Thanks to some wonderful folks at the Kent, Middx, and Berks boards, I'm getting closer to my paternal grandmother's roots.

Her grandfather was Joseph HERNE born ca. 1790 in Northrepps, Norfolk (per 1871 census).  However, the 1861 census lists "Norfolk, Thorpe" as his birthplace.

Anyone know anything about the Herne family in Norfolk?

Any ideas why two birthplaces are listed?  Is one a village in a town or some such?

Any assistance is greatly appreciated.
